摘 要:随着遥感卫星影像获取能力和周期的增强,人工智能、大数据、物联网和地理信息技术的迅猛发展,亟须通过技术手段构建自然资源监测监管体系,提升自然资源监测监管能力。文章以无锡市锡山区为例,阐述了与自然资源管理业务深度融合的锡山区“星地一体化”监测方法,构筑“天上看、地上查、视频探、网上管”的自然资源“星地一体化”监测体系,以期形成一套可复制、可推广的自然资源监测业务流程和技术方法,创新自然资源监测监管模式。With the enhancement of remote sensing satellite image acquisition ability and cycle, and the rapid development of artificial intelligence, big data, Internet of Things and geographic information technology, it is urgent to build a monitoring and supervision system of natural resources through technical means to improve the monitoring and supervision ability of natural resources. Taking the Xishan district of Wuxi city as an example, this paper elaborates the “satellite-ground integration” monitoring method of Xishan district, which is deeply integrated with the business of natural resource management, and constructs the “satellite-ground integration” monitoring system of natural resources, which is “viewing from the sky, searching on the ground, video exploration and online management”, in order to form a set of reproducible and popularized business processes and technical methods of natural resource monitoring, innovate the monitoring and supervision mode of natural resources.
