摘　　要：通过梳理国际公约、国内法规对500总吨以下货船无线电操作员最低安全配员的相关要求,对限用操作员在A2海区使用全球海上遇险与安全系统(GMDSS)设备的适任能力进行分析,并对安检工作中出现的相关问题展开讨论,提出可行性建议。The paper makes a review on the requirements of international conventions and domestic regulations on the minimum safe manning of radioelectronic operator on cargo ships of less than 500 gross tonnage,and studies the competency of Restricted Operators in using GMDSS equipment in A2 sea area.It further probes into relevant problems identified in ship inspections and puts forward feasible suggestions.
