农转居社区物业“混改”的适应性治理逻辑——基于苏州工业园区Y街道的案例研究

摘　　要：从适应性治理的角度看,农转居社区物业“混改”是适应政府职能转变和动迁居民需求的一项创新实践。以苏州工业园区Y街道为例,政府部门在“压力—创新”行动逻辑下与物业公司进行混改,形成了“控股—代理”的合作治理方式,混改公司通过目标选择、模式移植、资源汲取、信任建构等方式实现了“利益—嵌入”,体现了适应性治理原则。物业混改在取得了一定成效的同时也面临着一些问题,包括政府管控与独立运营之间的矛盾、改革调整与固化利益之间的不适、制度刚性与治理柔性之间的冲突、业委会孱弱与“三驾马车”要求的不匹配等。因此,需要优化政府与社会企业合作的环境,提升混改企业自身的适应能力,培育社区自治力量,完善社区治理结构。From the perspective of adaptive governance,the mixed property reform of rural-to-urban communities is an innovative practice to adapt to the transformation of government functions and the needs of relocated residents.Taking Y street of Suzhou Industrial Park as an example,the study shows that under the action logic of pressure-innovation,government departments and property companies carry out mixed reform,forming a cooperative governance mode of holding-agent,while mixed reform companies realize interest-embedded through target selection,mode transplantation,resource absorption and credit construction,which embodies the principle of adaptive governance.While the mixed property reform has achieved certain results,it also faces some problems,such as:the contradiction between government control and independent operation,the discomfort between reform and adjustment and solidification of interests,the conflict between institutional rigidity and governance flexibility,the mismatch between the weakness of industry committee and the requirements of the troika,etc.Therefore,we need to optimize the cooperation environment between the government and social enterprises,enhance the adaptability of mixed reform enterprises,cultivate community autonomous force,and improve the community governance structure.
