摘　　要：[研究目的]职务犯罪初核是正式立案的前置程序,初核信息的分析评估结果是正式立案的决策依据。初核信息分析评估中存在认知偏差、辅助性技术工具不足、缺乏体系化评估标准等问题,完善评估机制和防控评估风险才能确保整个职务犯罪调查高效运行。[研究方法]运用法规解释对初核的法律定位及初核信息的内容结构进行阐释,从实证研究视角解析职务犯罪初核工作流程及评估风险因素。[研究结论]以现行初核信息评估现状为基础,设立专职负责初核信息分析的职务犯罪信息中心,组建专业化信息分析团队,制定信息分析评估规范和体系化标准,设计符合办案需求的分析评估技术工具。[Research purpose]The preliminary investigation of duty crime is the pre procedure of formal case filing,and the analysis and evaluation results of the preliminary investigation information are the decision-making basis of formal case filing.There are some problems in the analysis and evaluation,such as cognitive bias,lack of auxiliary technical tools,lack of systematic evaluation standards and so on.Only by improving the evaluation mechanism and preventing and controlling the risk of evaluation,can we ensure the efficient operation of the whole job-related crime investigation.[Research method]From the perspective of empirical research,this paper analyzes the intelligence work flow and risk factors of the preliminary verification of duty crime,and explains the legal positioning,content structure and connotation of the preliminary verification of intelligence information by using legal norms.[Research conclusion]On the basis of the current situation of the preliminary intelligence information evaluation,a duty crime information center specially responsible for intelligence analysis is set up,a professional intelligence analysis team is set up,intelligence analysis and evaluation norms and systematic standards are formulated,and analysis and evaluation technical tools that meet the needs of case handling are designed.
