摘 要:基于港口群经济腹地内的海铁联运“低碳”运输服务网络,提出“共享模式”下的海铁协同集装箱空箱调运策略,即港口群及其经济腹地范围内,各铁路货运站资源及空箱资源均为共享的海铁协同空箱调运方案.以满足港口空箱需求为目标,构建空箱调运成本目标函数,建立多周期混合整数规划模型,对港口群范围内各港口间及港口与铁路货运站间的空箱资源配置方案进行优化;并以长三角港口群及其腹地内铁路货运站为案例,对模型进行求解.结果显示,“共享模式”下的空箱调运方案能够为船公司节省超过20%的空箱调运成本;并且在港口群范围内,以海铁协同作业对空箱资源进行全局优化配置的空箱调运策略可有效提高港口陆侧空箱周转率,减少船公司空箱租赁量,从而降低船公司总成本.Incorporating the sea-rail integrated transport service network with low carbon emission,the authors propose a sea-rail synergistic strategy for inland empty container repositioning by adopting the“sharing mode”.It assumes that,within the port cluster and its hinterland,all railway freight transport capacity and empty container resources can be shared upon requests.In order to meet the demand of empty container in ports,the objective function of empty container repositioning cost is defined,while a multi-period mixed integer programming model is established to optimize the allocation scheme of inland empty container resources among ports and port-station corridors.Through the examples given hereby in the ports and their corresponding hinterland railway freight stations in the Yangtze River Delta,the effectiveness of the model has been verified.The results show that,with the contribution of sea-rail synergistic strategy,the empty container repositioning cost in the“sharing mode”can be saved by more than 20%of the initial one for the shipping companies.Research findings suggest that,based on the proposed sharing mode,the optimized resource allocation of inland empty container and rail freight transport capacity will not only improve the turnaround efficiency and reduce its repositioning cost,but also prove to be a great facilitation of modal shift from road to rail.
