基于技术执行框架的纪检监察机关数字化转型研究

摘　　要：纪检监察机关是极具中国特色的专门性反腐败机构。在遵循《中央纪委国家监委信息化工作规划(2018—2022年)》战略部署的基础上,其创造性地将高科技手段与纪检监察业务融合,目前已在数字化反腐领域取得了积极进展。但鉴于纪检监察工作内容的敏感性和信息数据的安全性等因素,各地对数字技术嵌入纪检监察业务的探索都很谨慎,因此,在客观的数字技术、组织和制度等方面仍然存在显著的融合性问题。本文基于简·芳汀提出的技术执行框架,深度剖析了纪检监察机关数字化转型过程中的主要制约因素,从主体结构、功能结构、运行结构和形式结构四个维度对权力监督结构进行调适,并提出相应的优化策略。As specialized anti-corruption agencies with Chinese characteristics,the disciplinary inspection and supervision agencies have made positive progress in the field of digital anti-corruption by creatively integrating high-tech means with discipline inspection and supervision operations based on following the strategic deployment of the In formationization Work Plan of the Central Commission for Discipline Inspection and State Supervision(2018-2022).However,given considerations such as the sensitivity of the content of the discipline inspection and supervision work and the security of information data,local explorations of digital technologies embedded in discipline inspection and supervision operations are all still cautious,and significant integration problems still exist in terms of objective digital technologies,organizations and systems.Based on the techonology implimentation framework proposed by Jane Fantine,the paper provides an in-depth analysis of the main constraints in the process of digital transformation of the discipline inspection and supervision agencies,adapts the power supervision structure in four dimensions:suject structure,functional structure,operational structure and formal structure,and proposes corresponding optimization strategies.
