摘 要:面对日益复杂的公共安全风险形势,风险感知的重要性逐渐凸显。构建系统化、工程化的风险感知平台可以有效弥补个体风险感知的不足,对发挥风险感知优势、维护公共安全具有重要意义。通过借鉴综合集成研讨厅的思想与构建思路,设计了风险感知系统的模块构成与层次体系,搭建了风险感知平台模型,论述了模型的实施主体与运行模式。通过构建基于综合集成研讨厅的风险感知平台模型,能够实现风险感知由定性到定量的转变,缩小风险感知的群体性差异,实现风险感知的动态管理,最终达到有效应对当前复杂公共安全风险形势、维护公共安全利益的目的。In the face of increasingly complex public security risk situation, the importance of risk perception is gradually highlighted. Building a systematic and engineering risk perception platform can effectively make up for the deficiency of individual risk perception, which is of great significance to give play to the advantages of risk perception and maintain public security. Based on the idea and construction approach of the Hall for Workshop of Meta-synthetic Engineering(HWME), we have designed the module composition and hierarchy system of risk perception system, built a risk perception platform model and discussed the implementation subject and operation mode of the model in this paper. The risk perception platform model constructed on the basis of HWME can realize qualitative to quantitative risk perception, narrow the group differences in risk perception, achieve dynamic management of risk perception, and finally serve the purposes of effectively dealing with the current complex public security risk situation and maintaining the interests of public security.
