摘　　要：草原生态保护补助奖励政策是一项利民的生态保护政策,新疆新一轮草原生态保护补助奖励政策在新疆继续落实。本文通过比较第一轮(2011年-2015年)和第二轮(2016年-2020年)草畜平衡区及禁牧区天然草原植被草群高度、群落盖度、地上生物量的不同变化趋势,综合评价天然草原生态保护补助奖励政策工程效益、社会效益。通过分析得出:草原生态保护补助奖励政策实施后,天然草原植被生长状况得到了一定的改善和恢复,草群高度、群落盖度、地上生物量均有不同程度的增加,草原生态系统恢复效果良好。From 2016 to 2020, Xinjiang implemented a new round of subsidy and incentive policies for grassland ecological protection. By 2020, the state had allocated 2.47725 billion yuan of subsidy and incentive funds for grassland ecological protection each year for five consecutive years, involving 691 million mu of grazing ban and balance area between grass and livestock. The subsidy and incentive policy for grassland ecological protection is an ecological protection policy benefiting the people. We will put people first and take all considerations into consideration, strengthen grassland ecological protection, promote sustained income increase for farmers and herdsmen, and safeguard national ecological security, ethnic unity and border stability. In this paper, by comparing the different trends of vegetation and grass height, community coverage and aboveground biomass in the first round(2011-2015) and the second round(2016-2020), the project benefits and social benefits of the subsidy and incentive policies for natural grassland ecological protection were comprehensively evaluated. After the implementation of the subsidy and reward policy for grassland ecological protection, the growth of natural grassland vegetation has been improved and restored to a certain extent, the grass height, community coverage and aboveground biomass have been increased to varying degrees, and the grassland ecosystem restoration effect is good.
