新疆种养结合循环经济模式发展对策探析

摘　　要：新疆种养循环经济模式的发展是有效巩固脱贫攻坚成果、推动乡村振兴战略实施及实现农业农村现代化的重要途径。本文在阐释新疆种养结合循环经济模式发展现状的基础上,指出新疆种养结合循环经济模式存在匹配政策不足、种养衔接不紧密、新兴技术普及率低、模式认知不足及参与度低等问题。基于此,从推广新疆特色种养结合循环经济模式、引导多主体参与种养结合循环经济模式、倡导建立现代化的粪污处理系统、增强职业技能培训和保障种养结合循环经济模式持续发展五个层面提出大力发展新疆种养结合循环经济模式的对策建议。The development of Xinjiang’s breeding and raising circular economy model is an important way to effectively consolidate the achievements of poverty eradication, promote the implementation of rural revitalization strategy and realize the modernization of agriculture and rural areas. Based on explaining the current situation of the development of Xinjiang’s breeding and raising circular economy model, this paper points out that Xinjiang’s breeding and raising circular economy model has problems such as insufficient matching policies, poor connection between breeding and raising, the low penetration rate of emerging technologies, insufficient awareness of the model and low participation. Based on this, we propose five countermeasures for vigorously developing Xinjiang’s combined breeding and raising circular economy model,including promoting Xinjiang’s special breeding and raising circular economy model, guiding multiple actors to participate in the combined breeding and raising circular economy model, advocating the establishment of a modern manure treatment system,enhancing vocational skills training and ensuring the sustainable development of the combined breeding and raising circular economy model.
