团体标准《煤制合成氨、尿素行业清洁生产水平分级标准(大气污染物)》的制定原则及有关指标设定依据

摘　　要：中国氮肥工业协会为配合生态环境部做好秋冬季重污染天气应急期间煤制氮肥的分级工作,引导企业开展大气环境治理,提出并牵头组织制定了团体标准《煤制合成氨、尿素行业清洁生产水平分级标准(大气污染物)》(T/CNFAGS 1—2021),2021年7月21日发布,2021年10月1日实施。介绍了T/CNFAGS 1—2021的制定背景、制定原则、分级设置、污染物排放浓度分级限值指标的确定,以期为制订科学、合理、经济的清洁生产实施方案,不断提升清洁生产水平提供参考。In order to cooperate with the Ministry of Ecology and Environment in the classification of coal-based nitrogen fertilizers during the emergency period of heavy pollution weather in autumn and winter,and guide enterprises to carry out atmospheric environment management,China Nitrogenous Fertilizer Industry Association proposed and led the organization to formulate the group standard"Cleaner production classification standard for coal based synthetic ammonia and urea industry(air pollutants)"(T/CNFAGS 1—2021),which was released on July 21,2021 and implemented on October 1,2021.An introduction is made of T/CNFAGS 1—2021′s formulation background,formulation principles,classification settings,and determination of pollutant emission concentration classification limit indicators,in order to provide references for formulating scientific,reasonable and economical cleaner production implementation plan,and continuously improve the level of cleaner production.
