摘　　要：改革开放以来中国区域发展格局发生了深刻变化。由新中国成立之初迫于战争形势重视地理纵深的“三线布局”,经过计划经济时期强调地理毗邻关系的拉郎配“经济协作区”,演变为改革开放之初面向海洋开放的“两个大局”部署,再到注重区域均衡的东、中、西、东北“四大板块”协调发展,如今演变为侧重发挥地理集群优势的城市群/都市圈发展布局,而且进一步关注到国内外的地理联系,借助“一带一路”倡议塑造国际地理格局。至此,综合形成了当今“4-3-2-1”区域发展战略体系,这一演变是顺应人地关系规律要求、追求国土空间优化的表现,不仅增大了中国经济回旋的余地,而且增强了发展的韧性。意味着在谋求高质量发展的新时代,中国区域发展战略的要旨是:充分发挥不同地区资源环境禀赋的主体功能,着意于探索切合实地的区域发展模式。Since the reform and opening-up, profound changes have taken place in China’s regional development pattern. At the beginning of the founding of the People’s Republic of China, due to the war situation, we paid attention to the geography of “three line” layout. During the planned economy period, we emphasized the “Economic Cooperation zone” with geographical proximity. At the beginning of the reform and opening-up, we carried out the deployment of “two overall situations” oriented to the ocean, and later, paid attention to regional balance, promoting coordinated development of the eastern, central, west, and northeast of China. Today, with the aid of the geographical advantage of cluster, we focus on urban/metropolitan circle development layout, and strengthen the geographical contact at home and abroad, shaping the international geographic pattern with the help of the “Belt and Road Initiative”. So far, the current “4-3-2-1” regional development strategy system has been comprehensively formed. This evolution is a manifestation of complying with the requirements of the law of human-environment relations and pursuing the optimization of land and space, which greatly enhances the room for China’s economic maneuver and development. It means that in the new era of seeking high-quality development, the core of China’s regional development strategy is to give full play to the main functions of resource and environmental endowments in different regions, and to explore practical regional development models.
