摘　　要：党的十九届六中全会通过的《中共中央关于党的百年奋斗重大成就和历史经验的决议》将国家尊重和保障人权以及以保障人民生存权、发展权作为推进人权事业全面发展的首要任务,总结并提出中国特色社会主义人权事业发展特点和基本要求,这与习近平关于尊重和保障人权系列论述中所蕴含的体现中国特色社会主义人权道路基本特征的核心人权理念是一脉相承的。相关论述指出了习近平关于国家尊重和保障人权论述对于构建中国特色社会主义人权理论的独特的理论贡献和实践意义,明确了中国特色社会主义人权的价值基础、保障形式、保护重点、保护范围、保护特色以及坚定不移地走中国特色社会主义人权道路的信心和决心。这一系列重要论述初步形成了新时代中国特色社会主义人权理论的框架,并与习近平全过程人民民主理论和习近平法治思想一道,共同构成了推进国家治理和社会治理现代化的理论基础,对于不断有效地满足人民群众对美好生活的需求和构建完善的中国特色社会主义人权保护体系具有非常重要的理论建构和实践保障作用。National respect for and protection of human rights,the rights to subsistence and development have been upheld as the primary task of promoting the comprehensive development of the human rights in The Reso⁃lution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Ex⁃perience of the Party over the Past Century adopted at the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China.This is a basic requirement for the development of human rights under social⁃ism with Chinese characteristics.It is in line with the core human rights concept in XI Jin-ping’s series of dis⁃courses on respecting and protecting human rights that embodies the basic characteristics of the path of social⁃ist human rights with Chinese characteristics.The relevant discourses point out the unique theoretical contri⁃bution and practical significance of XI Jin-ping’s discourses on national respect for and protection of human rights to the construction of a socialist theory of human rights with Chinese characteristics.They clarify the val⁃ue basis of socialist human rights with Chinese characteristics,the forms,focus,scope and characteristics of human rights protection,and the confidence and determination to follow the path of socialist human rights with Chinese characteristics.This series of important discussions has initially formed the framework of the so⁃cialist theory of human rights with Chinese characteristics in the new era,which,together with XI Jin-ping’s theory of people’s democracy in the whole process and XI Jin-ping thought on the rule of law,and forms the theoretical basis for promoting the modernization of state and social governance.It is a very important theoreti⁃cal construction and practical guarantee for constantly and effectively meeting the people’s demand for a bet⁃ter life and for building a perfect socialist human rights protection system with Chinese characteristics.
