“国家化”视角下政党整合乡村治理的建构理路与反思

摘　　要：如何解读现代国家建设的中国道路,需要梳理中国共产党整合乡村治理的历史进程,从中把握政党、国家、社会三者之间的互动关系变化,将政党拉回到理论分析框架之中,走出当下基层治理研究迷思。由此反映到乡村治理结构上就是一个“国家化”整合过程,以政党为主导力量实现组织国家与组织社会的双向建构,并从自上而下和自下而上两个维度建构现代乡村社会秩序。纵观乡村治理结构变迁历程展现出由一元到多元、由人治到法治、由集权到分权的总体发展趋势。再经历了革命化延续的全能主义时期、村民自治的行政化阶段,政党不断强化自身公共性、有效性、回应性使乡村治理逐步进入到党建引领、多元合作阶段,依然需要处理好传统与现代、自治与行政、分化与整合之间的紧张与矛盾。How to interpret the Chinese road of modern state construction needs to sort out the historical process of the CPC’s integration of rural governance,grasp the change of the interactive relationship among the party,the state and society,pull the party back to the framework of theoretical analysis,and get rid of the current myth of grassroots governance research.This reflects that the rural governance structure is a“nationalization”integration process,with the political party as the leading force to realize the two-way construction of organizing of the country and organizing society,and to construct modern rural social order from such two dimensions as the top-down and the bottom-up.Throughout the evolution of rural governance structure,it shows an overall development trend from monism to pluralism,from the rule of man to the rule of law,from centralization to decentralization.After going through the omnipotence period with the continuation of revolution and the administration stage of the villagers’autonomy,the political party has continuously strengthened its publicity,effectiveness,responsiveness so that the rural governance has gradually entered the stage of party leading and diverse cooperation,still,it is necessary to deal with the tensions and contradictions between tradition and modernity,autonomy and administration,differentiation and integration.
