摘　　要：环境贸易措施作为绿色转型期对外贸易制度创新的重要一环,对于协调经济发展与环境保护具有重要作用。本文基于2009—2019年间环境贸易措施通报数据和A股上市公司专利数据,采用双重差分法考察了中国环境贸易措施对企业绿色创新的影响。研究发现:环境贸易措施会显著提升国内上市公司的绿色创新水平,但对企业整体创新影响不大,在一系列稳健性检验后,结论依然成立;机制检验表明,环境贸易措施通过出口需求激励和命令驱动机制推动企业进行绿色创新;异质性分析发现,环境贸易措施对企业绿色创新的促进作用主要表现在非国有企业和高新技术行业,而对国有企业、非高新技术行业的绿色创新没有显著影响。本研究为评估近年来环境贸易措施的创新效应提供了经验证据,对我国绿色贸易标准制定和绿色贸易体系的改革调整具有一定的政策启示。As an important part of trade system innovation in the green transition period, environmental trade measures play an important role in coordinating economic development and environmental protection.Based on the 2009-2019 environmental trade measures and patents data of listed companies in China’s A-share market, this paper uses the difference-in-differences approach to explore the impact of China’s environmental trade measures on enterprise green innovation.It finds that environmental trade measures will significantly improve the green innovation level of domestic listed companies, but have little impact on the overall innovation of enterprises.This conclusion remains valid after a series of robustness tests.The influencing mechanism test reveals that the promotional effect of environmental trade measures on green innovation can be realized through promoting exports, and by implementing compulsory certification.Heterogeneity analysis reveals that the innovation promotion effect of environmental trade measures is only significant in non-state-owned enterprises and in high-tech industries.This research provides empirical evidence for evaluating the innovative effect of environmental trade measures in recent years, and illuminates potential policy developments for the formulation of green trade standards and the reform and adjustment of green trade systems in China.
