突发公共卫生事件下国家民主生存或衰减因素构型研究——基于20个案例国家的清晰集定性比较分析(csQCA)

摘　　要：[目的/意义]突发重大公共卫生事件往往能够暴露一个国家本质的民主问题,研究突发重大公共卫生事件情景下世界强国的民主生存或衰减因素,对于维护我国稳定与安全,国际关系的良好发展,引导、改善国家民主环境来说具有重大意义。[方法/过程]基于Lipset研究民主问题的理论,结合“COVID-19”疫情现状,确定了人均国民生产总值、城市化水平、识字率、工业劳动力、政府稳定性、治愈率、消费者物价指数、国际暴力犯罪率8个解释变量,使用清晰集(csQCA)将世界综合国力排名前20的国家作为案例进行定性比较分析,得到了17个不含逻辑余项的条件构型和6个简约解。[结果/结论]面临突发重大公共卫生事件,每个国家民主生存及衰减的路径并非完全一样,可以充分利用有利条件调整国家关系并为民主战略的制定和实施提供参考。[Purpose/significance]Major public health emergencies can often expose the essential democratic problems of a country.It is of great significance to study the survival and decay factors of democracy in the world powers in the context of major public health emergencies for the maintenance of national stability and security in China the good development of international relations and the guidance and improvement of the national democratic environment.[Method/process]Based on Lipset’s theory of democracy and combined with the current situation of“COVID-19”the paper identifies eight explanatory variables including per capita GNP urbanization level literacy rate industrial labor force government stability cure rate consumer price index and international violent crime rate conducts a clear set qualitative comparative analysis on the top 20 countries in the world and obtains 17 conditional configurations without logical remainder and 6 reduced solutions.[Result/conclusion]In the face of major public health emergencies the path of democracy survival and decay is not exactly the same in each country.The favorable conditions can be fully used to adjust national relations and provide reference for the formulation and implementation of democratic strategy.
