摘 要:为科学评价高速公路货车按车型收费改革的实施效果,本文通过建立广义费用交通分配模型,测算得出调整模式下的收费标准,并依托实施政策后的2020年货车联网收费数据进行效果评估。结果表明:2020年6-12月,调整模式收费标准下高速公路货车通行量增长13.2%,通行费收入增长11.7%,通行费收入增幅低于通行量增幅;每车公里收费额同比下降11.7%,每吨公里收费额同比下降7.9%,总通行费呈下降趋势,1类、2类、3类、4类、6类货车通行费有所下降,货车收费标准改革实现了总体不增加货车通行费负担目标。最后,提出加强对收费标准优化实施效果的动态监测评估、建立和完善高速公路差异化收费长效机制等建议。To scientifically evaluate the implementation effect of Expressway freight vehicle charging reform by vehicle type,this paper establishes a generalized cost traffic distribution model,calculates the charging standard under the adjustment mode,and evaluates the effect based on the freight car networking charging data in 2020 after the implementation of the policy.The results show that from June to December 2020,under the adjusted model charging standard,the freight car traffic volume of Expressway increased by 13.2%,the toll revenue increased by 11.7%,and the increase of toll revenue is lower than that of traffic volume;The toll per vehicle kilometer decreased by 11.7%year-on-year,and the toll per ton kilometer decreased by7.9%year-on-year.The total toll showed a downward trend,and the toll of Type 1,Type 2,Type 3,Type 4,and Type 6freight cars decreased.The reform of the freight car toll standards achieved the goal of not increasing the burden of freight car toll overall.Finally,some suggestions are put forward,such as strengthening the dynamic monitoring and evaluation of the implementation effect of toll standard optimization,establishing,and improving the long-term mechanism of Expressway differentiated toll collection.
