图书馆文献信息资源保障能力评估和思考--以国家图书馆外文印本图书为例

摘　　要：[目的/意义]以外文印本图书资源为研究对象,评估当前国家图书馆文献信息资源的保障能力,提升馆藏供需满足能力。[方法/过程]利用统计分析法、目录核对法、比较分析法等评估方法,从馆藏结构、数量、质量、利用这四种主要评估指标,对国家图书馆外文印本图书资源的保障能力进行分析。[结果/结论]研究表明,国家图书馆对外文学术图书具有较高的保障率,但是与世界一流国家图书馆还有一定差距。最后从文献信息资源的规划、建设、保存、组织、利用、评估的全流程六个环节入手,提出新环境下提高馆藏文献信息资源保障能力的几点思考:做好国家文献信息资源保障体系的顶层设计;形成以外文学术图书为馆藏优势的多层级馆藏体系;对照《公共图书馆法》,确保国家文献资源的战略安全;特色馆藏需做精做深,加强文献整合力度;优化馆藏学科结构,提高资源的利用效能;研究智慧图书馆下的馆藏质量评估指标,助力馆藏发展规划。[Purpose/significance]This study evaluates the current guarantee ability of the foreign language print book resources of the National Library of China(NLC),and improves the ability to meet the supply and demand of the collection.[Method/process]Using statistical analysis method,catalogue check method,and comparative analysis method,this study analyzes the guarantee ability of foreign language print book resources of NLC from the four main evaluation indicators of collection structure,quantity quality and utilization.[Results/conclusion]This study shows that NLC has a higher guarantee rate for foreign language academic books.There is still a certain gap with the world-class national libraries.Finally,starting from the six links of the whole process of planning,construction,preservation,organization,usage,and evaluation of collection resources,it puts forward some thoughts on how to improve the guarantee ability of library documents and information resources in the new environment,which are designing the national literature and information resources guarantee system from the top-level;forming a multi-level collection system with foreign academic books as its collection advantages;ensuring the strategic security of national literature resources in accordance with the public library law;strengthening the integration of literature;optimizing the subject structure of collection and improve the utilization efficiency of resources;and studying the collection quality evaluation index under the smart library to help the collection development planning.
