摘　　要：习近平总书记在考察“中国海洋大学三亚海洋研究院”时的重要讲话,尤其是针对“建设海洋强国”“发展海洋科技”“确保能源安全”等方面的重要指示,极大地凝聚和提升了“建设海洋强国”的意义和地位,进一步拓展和固化了中国建设海洋强国的目标、任务和要求,对于加快提升学术研究水平、突破关键技术、认识海洋作用、海洋学科建设等带来新的动能,为推进海洋强国建设作出了重要的历史性和战略性贡献,并为合理开发利用和保护海洋资源及环境带来创新性发展和成就,为提升海洋治理体系和治理能力现代化水平作出了重大贡献。General Secretary Xi Jinping made an important speech during his inspection of Sanya Oceanographic Institution of Ocean University of China,and he gave important instructions on"building a maritime power","developing marine science and technology"and"ensuring energy security",which have greatly enhanced the significance and status of"building a maritime power",and further expanded and strengthened the aim,tasks and requirements of building China into a maritime power.Xi’s speech has brought about new momentum for accelerating the improvement of academic research level,the breakthroughs in key technologies,understanding the roles and functions of the sea,and developing ocean-related disciplines,which will make significantly historic and strategic contributions to promoting the construction of a maritime power.His speech has also brought in innovative progress and achievements in reasonably developing,utilizing and protecting ocean resources and environment,thus making significant contributions to improving the modernization of maritime governance system and capacity.
