摘　　要：在给出系统结构和运行设计的基础上,提出了相应的设计原则.按照"为什么做、做什么和怎么做"的工作思路,将救灾管理系统组织化的过程分为情景分析、任务设计、功能设计、结构和运行设计、实施设计以及设计评价6个阶段,形成了一种较为系统的救灾管理系统设计方案.Based on describing the principal contents of the system structure design and operation design, this paper analyses the system organizing principles. And then,according to the following procedure of solving problems like why, what and how to do.We divide the organizing process of disaster response management system into six steps: situation analysis, tasks design, functions design, structure and operation design, implement design and design evaluation, and present a systematic design methodology of disaster response management system.
