国外城市少数族裔移民居住区隔相关问题的循证探讨

摘　　要：国际上对少数族裔移民居住区隔的研究呈现出多学科、多视角、多主题的开放式状态,但大交叉的研究带来了一定程度的结论碎片化。因此,本文运用循证的理念方法,对国外城市少数族裔移民居住区隔影响因素及住房干预措施的研究成果进行了系统评价。结果表明:国外城市少数族裔移民的居住区隔主要受经济社会方面的因素影响;完善住房干预措施需要理解区隔的双重效应、发挥接纳的积极作用、结合城市的环境特征。同时,本文基于循证分析,在抓住首要因素、包容差异文化、构建治理网络、增强统筹协调、完善保障措施和注重长期整合等6个方面为国内城市少数民族流动人口服务管理工作提供了启示。The international research on ethnic minority migrants presents an open state of multi-discipline,multi-perspective and multi-theme,but the cross-sectional research has led to the fragmentation of conclusions to a certain extent.Therefore,this paper uses the systematic review of evidence-based research to evaluate the factors affecting ethnic residential segregation and housing policies for ethnic immigrants in foreign cities.The results show that the residential segregation of foreign urban ethnic immigrants is mainly affected by economic and social factors,and the improvement of housing policies need to understand the dual effects of segregation,play a positive role in acceptance,and combine the feature of the city.At the same time,through evidence-based analysis,this paper provides inspiration for the governance of internal ethnic migrant affairs in the following six aspects:focusing on the primary factors,accepting different cultures,constructing governance network,strengthening overall coordination,perfecting safeguard measures and paying attention to long-term integration.
