以首都功能提升推动构建双循环新发展格局

摘　　要：从城市功能基本内涵与区域经济发展角度来看,城市功能在推动区域经济协调发展中发挥重要作用,在双循环新发展格局中需要重视城市功能作用。北京城市功能战略定位在国内国际双循环格局中具有特殊节点作用,围绕疏解非首都功能、优化首都核心功能、京津冀协同发展等方面的首都功能提升为构建新发展格局提供重要渠道。抓住首都功能提升的战略契机,发挥首都功能作用需要在推动城市间主体、空间、要素和机制等方面积极探索,形成协同创新的市场循环体系。From the perspective of the basic connotation of urban functions and regional economic development,urban function plays an important role in promoting the coordinated development of regional economy.In the new development pattern of double cycle,we need to pay attention to the role of urban function.The strategic positioning of Beijing’s urban functions plays a special node role in the domestic and international dual cycle pattern.Ease non capital functions,ease non capital functions,coordinated development of the Beijing-Tianjin-Hebei Region provide important channels for building a new development pattern.To seize the strategic opportunity of improving the functions of the capital and give full play to the Beijing’s urban function,we need to actively explore the main body,space,elements and mechanisms among cities and form a market circulation system of collaborative innovation.
