环境规制与工业绿色转型升级——基于规制异质性和执行力度视角的分析

摘　　要：工业绿色转型升级是实现经济高质量发展的重要路径。在厘清环境规制对工业绿色转型升级影响机制的基础上,以2003—2017年中国省级面板数据为研究样本,测算工业绿色转型升级指标,系统评估环境规制对工业绿色转型升级的影响。结果表明:(1)总体来看,中国环境规制政策显著促进了工业绿色转型升级。(2)不同类型环境规制对工业绿色转型升级的效应存在差异,命令控制型环境规制对工业绿色转型升级具有正向促进作用,而市场激励型和公众参与型环境规制对工业绿色转型升级无明显影响。(3)加强环境规制执行力度,能显著促进3种类型环境规制在推动工业绿色转型升级上发挥积极作用。Industrial green transformation and upgrading is an important path to achieve high-quality economic development.On the basis of clarifying the impact mechanism of environmental regulations on industrial green transformation and upgrading,this paper uses China’s provincial panel data from 2003 to 2017 to measure the industrial green transformation and upgrading indicators,and systematically evaluates the impact of environmental regulation on the industrial green transformation and upgrading.The results show that:First,in general,the implementation of China’s environmental regulation policies has significantly promoted industrial green transformation and upgrading.Second,different types of environmental regulation tools have different effects on industrial green transformation and upgrading.Command-and-control environmental regulation plays a positive role in promoting industrial green transformation and upgrading,while market-incentive and public-participation environmental regulations have no obvious impact on industrial green transformation and upgrading.Third,strengthening the implementation of environmental regulation can significantly promote the role of the three types of environmental regulation in promoting the green transformation and upgrading of industries.
