摘  要:海河流域是我国七大江河之一,区域位置重要,同时也是水旱灾害严重地区之一,防洪保安责任重大。加快完善防洪工程体系是新阶段推动流域水利高质量发展的重要任务。回顾了海河流域防洪工程体系建设成就,分析了面临的新形势,结合漳卫河“21·7”洪水防御情况和暴露出的问题,全面检视了防洪体系短板和薄弱环节,从加强流域治理管理“四个统一”视角提出完善防洪工程体系建议,为全面提升流域洪涝灾害防御能力、推进流域水利高质量发展提供参考。Being one of the seven major rivers in China, the Haihe River Basin has an important regional location. But it is also one of the areas that suffer from serious flood and drought disasters, and shoulder a great responsibility for flood control and security. Accelerating the perfection of the flood control structural system shall be the key task for the high-quality development of the river basin in the new stage. Based on a review of achievements and new situation in the construction of flood control structural system in Haihe River Basin, analysis is made on shortcomings and weak links of flood control system during the occurrence of the flood of July 21 2021 in the Zhangwei River. Suggestions are made from the perspective of “four integrations” of the river basin management and management, so as to provide insight for the enhancement of flood disaster prevention capacity and high-quality development of the river basin.
