城镇污水排水突发事件应急预案研究

摘　　要：为积极应对城镇污水排水突发事件,妥善处置其可能带来的不利影响,开展了城镇污水排水突发事件应急预案的研究。主要分析了国内外涉水应急管理体系的现状,梳理了国内城镇污水排水设施现存的问题和运行风险,并结合应急预案的相关编制规范,筛选出城镇污水排水突发事件应急预案的应急响应分级指标,同时就预案编制过程中遇到的主要问题进行了梳理分析。In order to actively respond to urban sewage drainage emergencies and properly deal with the possible adverse effects,the emergency plan for urban sewage drainage emergencies is studied.This paper mainly analyzes the current situation of water-related emergency management system at home and abroad,sorts out the existing problems and operational risks of domestic urban sewage drainage facilities,and selects the emergency response classification index of urban sewage drainage emergency plan in combination with the relevant compilation norms of emergency plan,while the main problems encountered in the preparation of the plans are sorted out and analyzed.
