供需矛盾视域下失能老人长期照护问题研究--基于政府责任的反思与重构

摘　　要：随着我国社会“银发浪潮”的来临,失能老人的人口数量逐年攀升,失能老人的长期照护服务需求和供给之间的矛盾日益突出。政府责任的缺位是导致失能老人长期照护有效供给不足的重要原因。在养老服务供需失衡的情况下,对失能老人长期照护问题中政府责任进行反思和重构,对我国积极应对人口老龄化、高龄化和失能化,健全失能老人长期照护体系具有深远意义。With the coming of the“silver hair wave”in our society,the number of disabled elderly people is increasing year by year,and the contradiction between the demand and supply of long-term care services for disabled elderly people has become increasingly prominent.The absence of government responsibility is an important reason for the insufficient long-term care for the disabled elderly.In the case of the imbalance between the supply and demand of elderly care services,it is of far-reaching significance for our country to actively respond to the aging,advanced age and incapacitation of the population,and to improve the long-term care system for the disabled elderly.
