市域社会治理多元共治策略研究--基于后现代公共行政话语理论的分析

摘　　要：多元共治是市域社会治理的应有之义,是构建共建共治共享社会治理格局的前提和基础。福克斯和米勒的后现代公共行政话语理论与市域社会治理多元共治不仅具有较高的契合性,而且对实现市域社会治理的多元共治具有积极的借鉴意义。从后现代公共行政话语理论的视角来看,当前市域社会治理的多元共治仍存在公共能量场发育不完全、话语形式选择偏差和话语的正当性不足等问题。因此,借鉴后现代公共行政话语理论的理论价值及实践意义,推动并实现市域社会治理的多元共治,可以从通过赋权赋能构建市域社会治理多元共治的公共能量场、根据政策情境选择好市域社会治理多元共治的话语形式、在互信的基础上坚守话语的正当性等方面进行推进。Pluralistic co-governance is the proper meaning of urban social governance,and it is the premise and foundation of building the Social Governance Pattern of Co-Construction,Co-Administration and Sharing.Fox and Miller’s discourse theory of post-modern public administration not only has a high degree of agreement with the pluralistic co-governance of urban social governance,but also has a positive reference significance for the realization of pluralistic co-governance of urban social governance.From the perspective of discourse theory of post-modern public administration,there are still some problems in the current pluralistic co-governance of urban social governance,such as the incomplete development of public energy field,the deviation of discourse form selection and the lack of legitimacy of discourse.Therefore,by drawing on the theoretical value and practical significance of post-modern discourse theory of public administration,we can promote and realize the pluralistic co-governance of urban social governance,construct the public energy field of pluralistic co-governance of urban social governance through empowerment and energization,choose the discourse form of pluralistic co-governance of urban social governance according to the policy situation,and stick to the legitimacy of discourse on the basis of mutual trust.
