摘 要:地下式污水处理厂的迅速发展为实施"适度集中、就地处理、就近回用"的建设理念带来了契机,以地下厂为核心的分布式厂网建设模式可弥补传统集中式模式的不足,具有较大的工程应用潜力.对于排水系统建设方案的决策比选,现有模型极少关注资源、环境及社会效益.为此,从技术经济先进性、资源效益、环境效益和社会效益4个方面构建了16个指标的排水系统分布-集中方案决策模型,并以决策指数H作为最终评价指标.以南明河流域水环境综合治理项目为例进行综合评价,评价结果表明分布式厂网建设模式决策指数为63.31,优于传统集中式建设方案.方案实施后,南明河治理段黑臭消除,国控断面主要水质指标达地表水Ⅲ类,水生植物覆盖率和生物多样性提升.The rapid development of underground wastewater treatment plants(UWWTPs)has brought an opportunity for the implementation of the construction concept of“appropriate concentration,local treatment and nearby reuse”.The distributed construction mode of plants and pipe network with UWWTPs as the core can make up for the shortcomings of the traditional centralized mode,and has great engineering application potential.For the decision comparison and selection of drainage system construction programmes,the existing evaluation models rarely pay attention to resources,environment and social benefits.For this reason,decision model for distributed-centralized programme of drainage system with sixteen indexes were constructed from four aspects containing advantage of technology and economy,resource benefit,environmental benefit and social benefit,and the decision index H was used as the final evaluation index.Taking the water environment comprehensive treatment project of Nanming River Basin as an example,the comprehensive evaluation result shows that the decision index H of distributed construction mode of plants and pipe network is 63.31,which is better than the traditional centralized construction mode.After the implementation of the programme,the black and odor of Nanming River was eliminated,the water quality of national control section reached the standard,and the coverage rate of aquatic plants and aquatic biodiversity were improved.
