摘　　要：拜登执政后,美国新一届政府的对朝政策和美朝关系的走向值得关注。民主党的对朝政策偏好、朝鲜的核导实力、朝鲜与美国接触(或对峙)的意图以及韩中因素等均会影响拜登政府对朝政策的评估与制定。在这些因素的影响下,拜登政府的对朝政策以实现朝鲜半岛完全无核化为目标,在以朝鲜核导项目为核心议题的同时,也强调朝鲜人权问题。新政策以“经校准的务实外交”作为与朝鲜打交道的方式,强调在与盟友保持磋商的情形下,通过专业的外交团队与朝鲜谈判和以分步走的路径推进无核化目标的实现。拜登政府的对朝政策为美朝未来走向谈判预留了可能性。然而,无论是实现朝鲜半岛完全无核化的长期目标,还是通过“小交易”寻求与朝鲜达成过渡性协议的短期目标,都面临着重重困难。After Biden came to power,the new U.S.administration’s North Korea policy and the direction of US-DPRK relations are worthy of attention.The Democratic Party’s policy preference toward North Korea,North Korea’s nuclear and missile capabilities and its intention to engage(or confront)with the United States,South Korea and China are major factors that affect the Biden administration’s North Korea policy review and formulation.Under the influence of these factors,the Biden administration’s North Korea policy aims to achieve the complete denuclearization of the Korean Peninsula.While focusing on the North Korean nuclear and missile programs as the core issue,it also emphasizes North Korea’s human rights issue.The new policy uses“calibrated,pragmatic diplomacy”as a way to deal with North Korea,focusing on negotiating through professional diplomatic teams while maintaining consultations with allies and advancing the goal of denuclearization through step-by-step approach.The Biden administration’s North Korea policy made the US and North Korea move toward negotiations in the future possible.However,whether to achieve the long-term goal of complete denuclearization of the Korean Peninsula or the short-term goal of seeking an interim agreement with North Korea through a“small deal”,they all confront numerous difficulties.
