摘　　要：公共安全视频图像信息系统的迅猛发展催生了视频侦查的同时,也在呼唤对视频图像信息的严格管理。其中,信息公开问题是热点和难点。源于公安机关所具备的行政属性和刑事属性,兼以侦查公开与侦查保密的博弈,涉案公共安全视频图像信息在公开问题上存在较大的困境。因此,在平衡各方价值的基础上,提出明确原则、加强顶层设计、明确公开范围和时间的具体思路,为破解该困境提供可行的路径。The rapid development of the system of public security video image information has not only hastened the emergence of video investigation, but also called for strict management on video image information.The issue concerning information disclosure has remained a hot and difficult problem. Due to the administrative and criminal attributes of the public security organs, as well as the conflict between the disclosure of investigation information and the secrecy of investigation information, there exist a big dilemma in the disclosure of case-related public security video image information. Therefore, on the basis of balancing the values of all parties, this paper puts forward specific ideas, such as making explicit principles, strengthening the top-level design, defining the scope and timing of the disclosure, in order to provide a feasible path for solving the dilemma.
