人工智能背景下政府数据安全治理的现实困境与应对策略研究

摘　　要：政府数据安全是事关国家安全和经济发展的重大问题,随着人工智能的迅速发展,运用人工智能加强政府数据安全治理是当前备受学术界关注的一项重要课题,有利于落实国家总体安全观、保障政府数据安全、推动政府治理创新以及促进国家安全体系现代化建设。人工智能作为一项引领未来的战略技术,在给政府数据安全治理带来新机遇的同时,也给政府数据安全保障、数据安全风险防范、个人隐私数据防护等方面提出新挑战。现阶段,人工智能背景下的政府数据安全治理面临权责关系不明、标准规范缺位、安全审查不当、智能监控不足、技术应用不力等方面的现实困境。为了解决这些困境,须重点从深化数据安全顶层设计、共筑数据安全标准规范、完善数据管理保障机制、搭建数据综合治理平台、强化核心技术自主创新等方面进行治理。Government data security is a major issue related to national security and economic development.With the rapid development of artificial intelligence(AI),the use of AI to strengthen government data security governance is an important topic of current academic attention.It is conducive to the implementation of the overall national security concept,the protection of government data security,the promotion of government governance innovation and the modernization of national security system.AI,as a strategic technology leading the future,does not only bring new opportunities to government data security governance,but also puts forward new challenges to government data security,data security risk prevention and personal privacy data protection.At present,government data security governance in the context of artificial intelligence is faced with practical difficulties in terms of unclear power-responsibility relationship,absence of standards and norms,improper security surveillance,insufficient intelligent monitoring,and weak technical application.In order to solve these difficulties,it is necessary to focus on deepening the top-level design of data security,building data security standards and norms,improving data management guarantee mechanism,building data comprehensive management platform,and strengthening core technology independent innovation.
