基于SWOT-PEST模型的我国冰雪特色小镇发展战略研究

摘　　要：运用文献资料法、逻辑分析法等,分析我国冰雪特色小镇发展的内部优势与劣势、外部机遇与挑战,同时结合政治、经济、社会、技术四种宏观环境,构建SWOT-PEST组合矩阵模型,从而提出四种战略选择:融合信息技术,培育特色品牌的增长型战略;打造产业集群,促进产业延伸的扭转型战略;完善政策供给,推动协同治理的多元型战略;重视生态文明,强化人才支撑的防御型战略。旨在为我国冰雪特色小镇建设提供理论支撑,也为冰雪特色小镇发展提供战略选择。By using the methods of literature and logical analysis, this paper constructs the SWOT-PEST combination matrix model to analyze the internal advantages and disadvantages, external opportunities and challenges of the snow and ice Characteristic Towns’ development in China;and then puts forward four strategic choices, combined with 4 factors from the macro environments of politics, economy, society and technology, that integrating information technology to cultivate strategy of cultivating characteristic brands;creating industrial clusters to promote the reverse strategy of industrial extension;improving policy supply to promote the diversified strategy of coordinated governance;paying attention to ecological civilization to strengthen talent support;aimed as to provide theoretic guidance and strategic choice for the construction and development of snow and ice characteristic towns in China.
