关于沿海城市政企合作改善区域空气质量的机制探讨--以秦皇岛市一沿海区县为例

摘　　要：受海陆风影响,沿海城市空气质量变化规律较为复杂,政企合作成为共同治理区域空气质量的可行选择,但企业提供的大气团队在服务期间仍存在部分共性问题。在分析秦皇岛市一沿海区县大气团队运行机制和效果评估的基础上,为实现团队改善区域空气质量成效的最大化,应解决团队与各个职能部门间存在信息壁垒、团队内部职责不明晰、团队与问题涉及方调度使用的奖惩机制较单一等问题。鉴于此,提出了以下建议:第一,政府积极推进团队与各个职能部门间的信息共享、增强联动;第二,政府加强对团队的评估,支持团队提升服务质量;第三,政府建立工企业排污相关的市场交易机制,由多元主体监督,利用市场促进企业减排。The variation of air quality in coastal cities is complicated because of sea and land wind,and government-enterprise cooperation has become a feasible choice to jointly control regional air quality.However,there are still some common problems in the atmospheric teams which are provided by enterprises.Based on the analysis of team operation mechanism and effect evaluation,if the team's effectiveness in improving regional air quality is maximized,it is necessary to solve the problems such as information barriers between the team and various functional departments,unclear responsibilities within the team,rigid reward and punishment mechanism used between the team and the industrial enterprise.In this regard,first,the government actively promotes information sharing and enhanced linkage between teams and various functional departments.Second,the government strengthens the evaluation of the team,supporting the team to improve service quality;Third,the government should establish a market trading mechanism related to emissions of enterprises supervised by functional departments and teams,and use the market to promote emission reduction of enterprises.
