新发展格局下海南免税零售发展的对策建议

摘　　要：随着历经八次调整的离岛免税政策落地实施,海南自由贸易港建设的政策红利加速释放,海南免税零售对于吸引消费回流的作用逐步显现,已成为我国促进消费提质扩容、扩大内需、构建新发展格局的重要力量之一。但与全球知名的旅游消费目的地相比,海南免税零售发展还存在一定差距,免税零售政策仍需完善,免税商品品类不够丰富,免税服务水平不高,本国品牌在免税店的占比低,免税零售的全球影响力和国际竞争力仍然不足。当前,应从构建新发展格局视角探索海南免税零售发展路径,借鉴先进自由贸易港免税零售发展经验,提高免税零售发展水平,不断扩大国内免税零售市场规模,推动免税零售与中国品牌协同发展,提高海南免税购物国际影响力,发挥好海南在服务构建新发展格局中的独特作用。The Outlying Island Duty Free has been implemented after the eighth adjusted and the policy dividend of the Hainan Free Trade Port construction has released by acceleration. The role of Outlying Island Duty Free in attracting consumption backflow has been more obvious, it has been one of the most important forces to expand domestic demand through promoting consumption. However, there is still a certain gap between Hainan and the world,s well-known tourist consumption destinations in the duty-free retail development. Hainan has shortcomings in terms of duty-free retail policies, types of duty-free products, duty-free service levels, the proportion of local brands, global influence and competitiveness. It is necessary to explore the development path of Hainan,s duty-free retail from the perspective of constructing a new development pattern. We should learn from the development experience of duty-free retail in advanced free trade ports, raise the level of duty-free retail, expand the scale of domestic duty-free retail market, promote the coordinated development of duty-free retail and Chinese brands, increase the international influence of Hainan,s duty-free shopping and give full play to Hainan,s unique role in building a new development pattern.
