摘　　要：2021年6月,在拜登政府推动下,美、日、澳联手推出的“蓝点网络”计划正式启动,这一计划旨在推动印太地区以及全球范围内的基础设施建设。后疫情时期,基建领域的大国博弈和地缘竞争日趋激烈,全球基建规则主导权之争势必将进一步加剧。拜登政府极有可能以“蓝点网络”计划为抓手,推广美国基建标准,推动地缘政治扩张,撬动全球资本,进而阻碍“一带一路”倡议设施联通、政策沟通和资金融通。基于上述认识,对于“蓝点网络”计划,中国一方面应积极寻求合作,避免零和博弈,促进优势互补,加强互利共赢;另一方面也需保持底线思维,加快构建中国基建标准,做好共建“一带一路”倡议宣传工作,进一步拓展中国基建的海外市场。In June 2021, under the promotion of the Biden administration, the Blue Dot Network(BDN)jointly supported by the United States, Japan, and Australia was officially launched. BDN aims to promote the infrastructure in the Indo-Pacific region and the world. In the post-epidemic period, the game of major powers and geopolitical competition in the field of infrastructure has become increasingly fierce, and the battle for dominance of global infrastructure rules is bound to intensify. Biden administration is very likely to use this plan to promote American infrastructure standards, promote geopolitical expansion, and leverage global capital, thereby hindering infrastructure connectivity,policy coordination and financial integration of the Belt and Road Initiative. Based on the above understanding, for the BDN, on the one hand, China should actively seek cooperation, avoid zero-sum games, promote complementary advantages, and strengthen mutual benefit and win-win;On the other hand, China should prepare for worst-case scenarios, speed up the establishment of China’s infrastructure standards, do a good job in the publicity of the Belt and Road Initiative, and further expand the overseas market of China’s infrastructure.
