美国空军能源发展战略探析

摘　　要：军事能源是军队赖以生存和发展的重要物质基础。美国空军为应对能源安全风险和挑战,走上了能源变革和战略转型之路。美国空军坚持以效能为先、顶层设计、技术创新、文化熏陶的思路,经过多年探索和发展,出台了《空军基础设施能源战略计划》《空军能源计划政策备忘录》《空军能源战略》等一系列能源战略文件,走上了一条兼顾能源安全、国家安全、经济安全和生态安全的可持续发展能源发展之路。本文认为,美国空军能源变革经历萌芽阶段、奠基阶段、起步阶段、发展阶段四个阶段,虽然取得了明显成效,但同时也面临着严峻的挑战。通过总结美国空军能源变革的主要做法,如突出效能为先、加强顶层设计、鼓励技术创新、营造文化氛围、加强能源管理等,分析其经验、教训,能够为我空军能源战略的制定提供一定借鉴。Military energy is an essential material basis on which the military survives and thrives.The U.S.Air Force has embarked on a path of energy change and strategic transformation to address energy security risks and challenges.The U.S.Air Force adheres to a mindset of effectiveness first,top-level design,technological inno‐vation,and cultural incubation.It has explored and developed over the years and introduced a series of energy strat‐egy documents such as the Air Force Infrastructure Energy Strategic Plan,the Air Force Energy Program Policy Memorandum,and the Air Force Energy Strategy.Then it proceeded to a sustainable energy development path that takes into account energy security,national security,economic security and ecological security.We believe that the U.S.Air Force energy transformation has gone through four stages:the budding stage,the groundbreaking stage,the starting stage,and the development stage.Although it has achieved significant results,it is also facing serious challenges.Finally,by summarizing the main practices of the U.S.Air Force energy transformation,such as high‐lighting effectiveness first,strengthening top-level design,encouraging technological innovation,creating a cultural atmosphere,and strengthening energy management,we analyze its experiences and lessons learned,which can pro‐vide some references for the development of the military air force energy strategy.
