摘 要:小电流接地系统单相接地故障由“带故障运行”到“快速就近隔离”处理原则的转变,一方面,使小电流接地故障保护问题受到足够的重视,为配电网更加安全可靠地运行提供有力保障;另一方面,也对接地故障检测与保护技术的可靠性提出了更高要求。在小电流接地故障保护领域中,针对已有故障检测算法的适用性不广、高阻接地故障保护方法的可靠性不高、间歇性接地故障的划分不明晰与保护设计高难度,以及故障与系统扰动的区分复杂等问题进行了具体、深入的分析,明确了在现有保护方案的基础上直接投入跳闸功能的风险。分析及电网实际运行统计数据表明,小电流接地故障原有保护算法需进一步改进和完善,才能配合保护跳闸实现高可靠性的故障快速就近隔离。The transformation of the treatment principle of single-phase grounding fault in a small current grounding system from“operation with fault”to“rapid and nearby isolation”on the one hand,makes enough attention to the protection of small current grounding fault,and provides a strong guarantee for the more safe and reliable operation of distribution network.On the other hand,it also puts forward higher requirements for the reliability of ground fault detection and protection technology.In the field of small current grounding fault protection,the applicability of existing fault detection algorithms is not wide,the reliability of high resistance grounding fault protection methods is not high,the division of intermittent grounding faults is not clear and the protection design is difficult,and the distinction between faults and system disturbances is complex.The risk of directly putting the tripping function into operation based on the existing protection scheme is clarified.The analysis and the actual operation statistics of the power grid show that the original protection algorithm of small current grounding fault needs to be further improved and improved to cooperate with the protection tripping to realize highly reliable fault fast and nearby isolation.
