贫困县设立提升区域协调发展能力对脱贫巩固的启示——来自典型贫困区域的经验证据

摘　　要：基于2007~2018年云南省经济社会发展数据和贫困县数据,使用PSM-DID方法实证检验国家贫困县设立对区域协调发展能力的影响。研究发现:云南省区域协调发展能力总体水平较低,空间上呈现滇中高、四周低的分布格局;设立国家级贫困县能够持续有效地促进区域协调发展,平均效应为13.90%,且国家级贫困县设立时间越长,区域协调发展能力提升越明显。同时,精准扶贫战略是明显的分界点,实施精准扶贫战略后,国家级贫困县提升区域协调发展能力的作用更强。进一步的机制检验表明,国家贫困县提升区域协调发展能力的机制包括:产业结构优化、资本积累增加和财政收支困境改善,上述三条路径强化了区域间基础设施通达度水平,从而提高了区域协调发展能力。研究结论对于脱贫后继续巩固当地发展,以及如何将其高效嵌入区域协调发展战略具有重要现实意义。This study regards the establishment of national poverty counties as a large-scale quasi-natural experiment,and by matching the economic and social development data of Yunnan Province from 2007 to 2018 with the data of poor counties,the effect of the establishment of national poverty counties on the ability of regional coordinated development and its mechanism of action are tested.The study found that the overall level of regional coordinated development capacity in Yunnan Province is low,and the spatial distribution pattern is low around the middle and high,and the establishment of state-level poverty-poor counties can continuously and effectively promote the improvement of regional coordinated development capacity,with an average effect of 13.90 percent,and with the establishment of national poverty-poor counties for longer,the improvement of regional coordinated development capacity is more obvious,and the implementation of precision poverty-relief strategy is a clear dividing point.In this paper,PSM-DID method is used to reduce endo-nature problems,change matching method and adjustment of matching variable indicators and other robust tests,the conclusion is still sound,the mechanism analysis shows that the impact of the establishment of poor counties on regional coordinated development capacity from the optimization of industrial structure,capital accumulation and fiscal revenue and expenditure dilemma improvement three paths,and mainly through infrastructure access to improve the realization.
