“两型社会”试验区的设立促进了农业绿色发展吗?——基于PSM-DID模型的实证

摘　　要：基于2002—2017年湖北和湖南的县域面板数据,以绿色全要素生产率指标表征农业绿色发展,应用基于混合距离函数的全局Malmquist-Luenberger指数(EBM-GML)对其进行核算,采用倾向得分匹配-双重差分方法(PSM-DID)评估“两型社会”试验区政策对农业绿色发展的影响。结果表明:试验区政策对农业绿色TFP具有显著的促进作用,并主要通过绿色技术进步路径发挥作用;试验区的政策效应存在时间滞后效应,但会长期持续下去;试验区政策可以通过改善通讯基础设施和提高金融发展水平的方式促进农业绿色发展。基于此,建议进一步建设农业技术服务体系、加强农民技术培训、加大对“两型农业”的财政金融支持力度等措施促进农业绿色发展。By using the green Total Factor Productivity(TFP)index to measure the green development of agriculture,the paper used the EBM-GML model to calculate the agricultural green TFP growth based on the2002—2017 county panel data from Hubei and Hunan,and then applied the PSM-DID method to evaluate the impact of the establishment of“Two-Oriented Society”experimental zone on the agricultural green TFP growth.The results showed that:Firstly,the establishment of“Two-Oriented Society”experimental zone played a significant role in promoting the growth of agricultural green TFP,and this promotion mainly depended on the frontier technological progress.Secondly,there existed time lagging effect in the“Two-Oriented Society”experimental zone’s promotion on the growth of agricultural green TFP,but the promotion effect would be sustainable after just one year.Finally,the“Two-Oriented Society”experimental zone policy can promote the agricultural green TFP growth by constructing communication infrastructure and strengthening fiscal and financial development.Based on the conclusions above,the policy implications were proposed including constructing agricultural technology extension and service system,improving technical trainings for farmers,and increasing the fiscal and financial support to the“Two-Oriented Agriculture”development.
