网络覆盖能促进闲置宅基地流转吗?——基于苏浙皖赣四省的实证研究

摘　　要：基于对江苏、浙江、安徽、江西四省1 053户农户的问卷调查,采用Logistic模型分析网络覆盖对农户宅基地流转行为的影响。结果表明:网络覆盖对农户宅基地流转行为有显著正向影响,此外,性别、年龄、是否购买养老保险、是否掌握传统手工艺以及宅基地是否确权对农户闲置宅基地流转行为也有显著正向影响;对于安徽和江西的农户、宅基地离城区中心较近的农户和受教育程度较高的农户,网络覆盖对其宅基地流转行为的影响较大。基于此,就加快推进闲置宅基地流转而言,建议优先考虑完成欠发达地区城区附近闲置宅基地的网络覆盖任务,继续推进近郊区网络覆盖工程的实施,同时重视农民网络素养的培育和乡村政务服务平台的建设。Based on a questionnaire survey of 1 053 rural households of Jiangsu,Zhejiang,Anhui and Jiangxi provinces,the Logistic Model was used to analyze the influence of network coverage on the rural households’ homestead circulation behavior.The results show that the network coverage has a significant positive impact on the homestead circulation.In addition,gender,age,purchase of endowment insurance,master of traditional handicrafts and homestead use right certificate also have significant positive impacts on farmers’ idle homestead transfer behavior.For farmers whose homesteads are located in Anhui and Jiangxi or close to the urban centers and farmers with relatively high education,network coverage has greater impact on their homestead circulation behavior.Therefore,in order to accelerate the idle homestead transfer,priority should be given to completing the task of network coverage for idle homesteads near urban in underdeveloped areas,and continuing to promote the implementation of network coverage project in the suburbs while attention is paid to the cultivation of farmers’ network literacy and the construction of rural government affairs service platform.
