粤港澳大湾区建设世界级超大城市群的特殊性与行动路径

摘　　要：粤港澳大湾区是全球四大湾区之一,主要发展指标居全球四大湾区之首,是对我们国家经济贡献最大的三大城市群之一,未来有望建成全球第七大世界级城市群。粤港澳大湾区建设世界级城市群具有四个特殊性,即远程驱动带来的高度外向化、体制机制运行的多元化、梯度落差导致的高度差异化以及生态环境的高度同质化。我们提出把粤港澳大湾区建成具有全球竞争力的世界级超大城市群和集聚全球高端生产要素的美丽富饶大湾区总体建设目标。为了实现这一目标,提出了六个具体行动路径:远程驱动,强化大湾区对全球生产要素的强大吸管效应,建成全球高端制造业和高端服务业基地;近程联动,无障碍畅通大湾区基础设施,提升基础设施和公共服务设施共建共享效率;湾内互动,引导高端要素向环珠江口集聚,拓展大湾区高质量发展新空间;智能撬动,加快大湾区智慧城市建设步伐,建成智能大湾区和智慧型城市群;绿色带动,推进大湾区生态建设与环境保护一体化,建成富饶美丽大湾区;体制先动,逐步理顺大湾区发展的体制机制,共建大湾区利益共同体和命运共同体。The Guangdong-Hong Kong-Macao Greater Bay Area(GHKGBA)is one of the four famous bay areas in the world.Its main economic indicators rank first in the four Bay areas in the world.It is one of the China’s three mainly urban agglomerations with the largest contribution to the national economy.So it is expected to build the seventh world-class urban agglomerations in the future.This paper analyzes the four particularities of the construction of world-class urban agglomerations in GHKGBA,that is,the high degree of extroversion brought by remote driving,the high degree of complication caused by“one nation,two systems”,the high degree of difference caused by gradient drop,and the high degree of homogeneity faced by ecological environment protection.On this basis,the paper puts forward the overall construction goal of the GHKGBA:to build a world-class huge urban agglomeration with global competitiveness and a beautiful and rich greater bay area with global high-end production factors.Six strategic paths we proposed are as follows:First,we should strengthen the strong straw effect of the GHKGBA on global production factors,and build a global base for high-end manufacturing and high-end services.Second,we need to make infrastructure in the GHKGBA accessible,and improve the efficiency of joint construction and shared benefits of infrastructure and public service facilities.Third,we should guide high-end elements to gather around the Pearl River Estuary and expand new space for high-quality development in the GHKGBA.Fourth,we should accelerate the pace of smart city construction in the GHKGBA,and build an intelligent GHKGBA and an urban agglomeration.Fifth,we should promote the integration of ecological construction and environmental protection in the GHKGBA,and build a rich and beautiful GHKGBA.Sixth,we should gradually straighten out the institutions and mechanisms for the development of the GHKGBA and build a community of shared interests and a community of shared future for the GHKGBA.
