摘 要:高质量发展是新时代的发展导向,是表征发展优劣程度的重要指标。高质量发展是高等教育强省建设的核心竞争力,主要体现在省域高等教育系统中的竞争力以及服务省域经济社会发展的能力,具体体现在三个维度,即省域高等教育自身发展能力,服务地方经济社会发展能力和创新引领能力。在解析高等教育强省内涵的基础上,重点解决两个问题:一是在考虑省域层面数据可获得性方面构建评价指标体系,并对指标进行细化,使指标体系更加系统完善;二是运用德尔菲法进行两轮专家咨询,确定科学的三级指标体系的权重,使评价结果可测量、可比较。High-quality development is the development orientation of the new era and an important indicator of the degree of development.High-quality development is the core competitiveness of building a strong province of higher education,which is mainly reflected in the competitiveness of the provincial higher education system and its ability to serve the provincial economic and social development.It is specifically reflected in three dimensions,namely,the self-development ability of provincial higher education,its ability to serve the local economic and social development,and its ability to lead innovation.Based on the analysis of the connotation of strong province of higher education,this paper focuses on solving two problems:first,to build an evaluation index system considering the availability of data at the provincial level,and to refine the index to make the system more systematic and more adequate;Second,the Delphi method is used for two rounds of expert consultation to determine the weight of the scientific three-level index system,so that the evaluation results can be measured and compared.
