土地确权和金融支持对农户参与农民合作社意愿的影响--基于云南省怒江傈僳族自治州12个易地搬迁安置点的调研

摘　　要：农民合作社作为小农户与现代农业有机衔接的组织机制,有助于易地扶贫搬迁农户建立稳定的内生发展动力,对于后扶贫时代推动减贫工作以及乡村振兴战略有着重要意义。研究基于云南省怒江傈僳族自治州4县市12个易地搬迁安置点中随机抽选1132户入户调查数据,将土地确权、金融支持以及农户特征纳入同一分析框架,利用双栏模型实证分析易地搬迁农户参与农民合作社意愿的影响路径。结果表明:(1)945户农户自愿参与合作社,以农地入股方式参与区间为0.05~0.8 hm2,以资金入股方式参与区间为4500~110000元。(2)土地确权和金融支持对农户参与合作社的意愿和程度均有显著正向影响。基于分析结果,从完善土地确权颁证,强化专项金融供给,构建经营风险管理体系及推进农产品市场化改革等方面提出相关启示。As an organic connection mechanism between small farmers and modern agriculture,farmers’cooperatives help relocated farmers to establish a stable endogenous development power,which is of great significance to promote poverty reduction and rural revitalization strategy in the post poverty alleviation era.Based on micro-data of 1132 farmers in Nujiang Lisu Autonomous Prefecture,Yunnan Province in 2021,this study integrated land titling,financial support,and characteristics of farmers into the analysis framework,and then adopted the double-hurdle model to empirically the influence path of the willingness of relocated farmers to participate in agricultural cooperatives is analyzed.The results showed that:among the sample farmers,945 farmers voluntarily participated in the cooperatives,the participation level was 0.05~0.8 hectares for each household and 4500~110000 CNY for each household.Landing titling and financial support had a positive impact on farmers’decision and degree of participating in agricultural cooperatives.It is suggested that the government continue to improve laws and regulations on land transfer,building a platform for supervision and assistance of agricultural cooperatives,strengthening special financial supply of cooperatives,establishing cooperative risk management system and new agricultural subsidy system,promoting the reform of diversified price support system on the supply side of agricultural products.
