河北省化妆品经营企业业态调研分析报告

摘　　要：通过对河北省化妆品经营企业开展调研,研究了河北省化妆品经营企业的进货渠道构成情况以及索证索票制度的落实情况。调研结果显示其进货渠道中生产厂家(含注册人备案人)占比41.3%,代理商占比56.41%,批发市场占比8.6%,电商平台占比5.4%,加盟品牌总部占比24.17%,其他占比3.2%;发现化妆品经营企业存在相关资质不齐全或资质过期、对标签检查存在隐患、对进货查验制度的落实情况较差等问题。结果表明在化妆品经营企业的监管工作中,需要完善化妆品市场相关法律法规、加大政策法规宣传力度并制定合理的法规政策过渡期,加强执法人员业务培训力度并强化专项检查。The purchase channels and certificate and ticket system of cosmetic enterprises were studied through the investigation of cosmetic enterprises in Hebei province of China.The results show that manufacturers(including registrants and filing applicants)account for 41.3%of the purchase channels,agents account for 56.41%,wholesale markets account for 8.6%,e-commerce platforms account for 5.4%,franchise brand headquarters account for 24.17%,and others account for 3.2%;the results also show some problems,such as incomplete or expired qualifications of business enterprises,hidden dangers in inspection on labels and poor implementation of purchase inspection system.The results show that it is necessary to improve the relevant laws and regulations for cosmetics market,strengthen the publicity of policies and regulations,set a reasonable transition period for regulations and policies,strengthen the professional training of law enforcement personnel and strengthen special inspections in supervision of cosmetic enterprises.
