党员民主素质与全过程人民民主

摘　　要：中国共产党领导的社会主义民主是全过程人民民主,提升党员尤其是党员领导干部素质是全过程人民民主的前提、基础和关键环节。全过程人民民主与中国共产党党员尤其是党员领导干部民主素质密不可分。全过程人民民主的过程是党员领导干部民主素质不断提升的过程,决定全过程人民民主的质量与效果。中国共产党民主素质包括民主认知、民主意识、民主能力和民主作风等。只有不断提升党员尤其是党员领导干部的民主素质,才能加强党内民主带动人民民主建设、加强人民代表大会全过程人民民主制度化建设、加强协商民主全过程民主制度化建设、加强社会全过程人民民主社会化建设。党员尤其是党员领导干部民主素质的提升是全过程人民民主现代化水平的基本标志。The Communist Party of China leads the whole process of socialist democracy,and improving the quality of party members,especially leading cadres,is the key link of the whole process of democracy.Democracy in the whole process is closely related to the democratic qualities of CPC members,especially their leading cadres.The whole process of democracy is the process of improving the democratic quality of party members and leading cadres,which determines the quality and effect of the whole process of democracy.The democratic qualities of the Communist Party of China include democratic cognition,democratic consciousness,democratic ability and democratic style.Only by constantly improving the democratic qualities of party members,especially leading cadres,can we strengthen intra-party democracy and drive the development of people’s democracy,strengthen the institutionalization of democracy in the whole process of people's congresses,consultative democracy,and socialized democracy in the whole process of society.The improvement of democratic quality of party members,especially leading cadres,is the basic symbol of the modernization of governance capacity and governance system.
