摘  要:世界共同行政价值是人类对公共行政的共识性期望与追求,包含民主、公平、法治、公开等价值理念。中国特色社会主义行政价值在社会主义核心价值观的统领下,在探索中国特色社会主义道路和我国行政实践经验的基础上得以形成,是人民至上、民主、公平和法治等理念的统一。世界共同行政价值与中国特色社会主义行政价值在总体上形成了共性与个性的关系,在具体内涵上既有重合,又相互补充。处理好二者关系应分类探讨、差异施策:持续贯彻民主公平观,落实行政法治理念;吸收共同行政价值的公开理念,丰富中国特色社会主义行政价值内涵;坚持人民至上观,为世界共同行政价值增添中国智慧。The world common administrative value is the consensus expectation and pursuit of public administration by human beings,which contains the values of democracy,fairness,rule of law and openness.Socialist administrative value with Chinese characteristics is formed on the basis of exploring the road of socialism with Chinese characteristics and summarizing China’s administrative practice experience under the guidance of socialist core values,which is the unification of the concepts of People First,democracy,fairness and rule of law.The common administrative values of the world and the socialist administrative values of Chinese characteristics form a relationship of universality and individuality,and both overlap and complement each other in specific connotations.The relationship between the two should be handled differently and discussed categorically:continuously implementing the concept of democracy and fairness,implementing the concept of administrative rule of law;absorbing the concept of openness of world common administrative values to enrich the connotation of socialist administrative values with Chinese characteristics;adhering to the concept of People First to add Chinese colors to the world common administrative values.
