摘  要:本文以地理国情监测数据为基础,辅以水利专题资料,以重点江河蓄滞洪区为研究对象,分析蓄滞洪区国土空间的结构特征和变化特征;从正面和负面效应两个方面开展蓄洪能力评估;以实例开展洪水演进数值模拟,并给出洪水风险各要素空间分布特征信息。研究结果对优化蓄滞洪区建设与管理,指导国土资源合理利用,保障蓄滞洪区和江河流域防洪安全,开展洪灾损失评估和制定避洪转移方案,促进蓄滞洪区经济社会可持续发展具有十分重要的意义。Based on the results of geographic national conditions monitoring,supplemented by special information of water conservancy,this paper takes key river flood detention basins as the research objects,and carries out the land space monitoring and analysis of detention basin,flood storage capacity analysis,flood routing numerical simulation,etc.The structure and variation characteristics of the land space of flood detention basins are analyzed.The flood storage capacity is evaluated respectively from positive effect and negative effect.Furthermore,the paper develops the numerical simulation of the flood routing based on an example,and gives spatial distribution characteristics information for each factor of the flood risk,which is of great significance to optimize the construction and management of flood detention basin,guide reasonable use of land resources,ensure the safety of flood control for flood detention basin and river basin,launch the flood damage assessment and evasion transfer plan formulation,and promote sustainable economic and social development of flood detention basin.
