基于集聚度的我国中医药卫生资源配置公平性分析

摘　　要：目的 分析我国中医药卫生资源配置公平性变化趋势,为优化中医药卫生资源配置提供依据。方法 选择卫生资源集聚度评价方法,对2012—2019年中医类医疗机构数、床位数、中医药人员数和中医类执业(助理)医师数4个指标进行分析。结果 我国中医类医疗机构从2012年39 382家增加到2019年65 809家,床位数从705 795张增加到1 328 752张,中医药人员数从488 367人增至767 239人,地理集聚度和人口集聚度最高的都是上海,4个指标分别为9.818、15.074、23.104、23.524和26.426。结论 中医药卫生资源配置公平性评价指标很多,需综合选择最适宜的方法。当前中医药卫生资源配置结构不合理,地理公平性和人口公平性均有提升空间。中医药卫生资源内部结构不合理现象普遍存在,机构数与床位数、中医药人员数不匹配是影响资源配置公平性的主要因素。Objective To analyze the trend of equality in the allocation of health resources of Chinese medicine,and provide the basis for optimizing the allocation of health resources of Chinese medicine.Methods Using the evaluation method of Health Resources Agglomeration Degree,the number of TCM medical institutions,beds,TCM personnel and practicing(assistant) physicians from 2012 to 2019 were analyzed.Results The number of Chinese medicine medical institutions in China has increased from 39 382 in 2012 to 65 809 in 2019,the number of beds has increased from 705 795 to 1 328 752,and the number of Chinese medicine personnel has increased from 488 367 to767 239.The highest geographical agglomeration degree and population agglomeration degree are in Shanghai,with9.818,15.074,23.104,23.524 and 26.426.Conclusion There are many indicators for evaluating the fairness of the allocation of health resources in Chinese medicine,and the most suitable method should be comprehensively selected.At present,the allocation structure of Chinese medicine health resources is unreasonable,and there is room for improvement in geographical fairness and population fairness.The irrational internal structure of Chinese medicine resources is widespread,and the mismatch between the number of institutions,the number of beds and the number of Chinese medicine personnel are the main factors affecting the fairness of resource allocation.
