摘 要:将碳排放作为非期望产出指标,运用Super-SBM模型和地理加权回归,揭示2009~2017年江苏省各地级市建设用地利用效率的时空演化特征和影响机制。结果表明:2009~2017年江苏各地级市用地利用效率除苏州和盐城外呈波动提高趋势;碳排放约束下的建设用地利用效率存在地域不均衡性,保持“南高北低”的空间格局,热点区范围扩张且逐渐北移,冷点区已形成以宿迁为核心的低值集聚格局;人口集聚和科技创新对建设用地利用效率起促进作用,而对土地市场化起抑制作用,产业结构和政府规制在不同时间段内的影响存在正负差异。因此,须推动江苏省建设用地节能减排与高效利用应实行地区差异化调控政策,协同打造“低投入、低消耗、低排放”的新型土地利用模式。Carbon emission was taken as an unexpected output index,and the super-SBM model and geographically weighted regression were used to reveal the spatio-temporal evolution characteristics and influencing mechanism of construction land use efficiency in Jiangsu Province from 2009 to 2017.The results showed that from 2009 to 2017,except Suzhou and Yancheng,the land use efficiency of all cities in Jiangsu Province fluctuated and increased.Under the constraint of carbon emissions,the construction land use efficiency had regional imbalance,maintaining the spatial pattern of“high in the South and low in the north”.The scope of hot spots expanded and gradually moved north.The cold spots have formed a low value agglomeration pattern with Suqian as the core.Population agglomeration and technological innovation could promote the efficiency of construction land use,while land marketization can inhibit it.There were positive and negative differences in the impact of industrial structure and government regulation in different periods of time.In order to promote the energy conservation,emission reduction and efficient use of construction land in Jiangsu Province,we should implement differentiated regulation policies and create a new land use mode of“low input,low consumption and low emission”.
