摘  要:突破工业发展与污染治理间的行政壁垒,对区域经济转型与环境保护协同具有重要意义。选取湖南省2007、2012、2017年面板数据,利用地理集中度指数、标准差椭圆、面板回归模型等方法分析湖南省工业集聚和水污染程度的时空演变特征与计量关系。研究表明:(1)工业集聚维持“东高西低”的分布格局,水污染程度空间分布由“多点极化”演变为以湘东北为核心向外逐渐递减。(2)工业集聚与水污染程度同步耦合效应总体稳定显著,空间错位现象局部波动变化,2017年长沙、湘潭、岳阳为高—高耦合型式,减排任务艰巨。(3)工业与水污染影响范围随时间推移分别呈现收缩与扩张趋势。(4)工业集聚度每提升1%,水污染程度下降0.85%,上游水污染状况等因素抵消了工业集聚的减排效果。鉴于此,湖南省应有机统筹“四大板块”与“五大流域”的产业及环境政策,加强流域上下游工业与污染的协同管理,重点清退湘东北及其上游地区的落后产能。It is of great significance for regional economic transition and environmental protection to break through the administrative barriers between industry development and pollution control.Based on the panel data of Hunan Province in 2007,2012,and 2017,this study analyzes the spatial-temporal evolution characteristics and econometric test of industry agglomeration and water pollution degree by the means of the methods which are geographical concentration index,standard deviation ellipse and panel model.The results show that:1) Industry agglomeration maintains the distribution pattern of "high in the east and low in the west",the space distribution of water pollution evolves from "multi-point polarization" to "gradually decreasing outward from the northeastern Hunan".2) The synchronous coupling effect of industry agglomeration and water pollution degree is stable and significant on the whole,and the spatial dislocation phenomenon fluctuates locally.Changsha,Xiangtan and Yueyang are H-H coupling types in 2017,and have arduous tasks on the emission reduction.3) The affected ranges of industry and water pollution show the trends of contraction and expansion with the passage of time.4) When industry agglomeration degree increases by 1%,water pollution degree decreases by 0.85%.Water pollution in the upper reaches of four rivers and other factors offset the emission reduction effect of industry agglomeration.In view of these,Hunan Province should organically integrate the industrial and environmental policies of the "four major economic plates" and the "five major river basins",coordinate the industry layout and pollution control between the upper and lower reaches of the river basins,and focus on the elimination of backward production capacities in the northeastern Hunan and its upstream regions.
