美国的新帝国主义与伊朗核战略选择

摘　　要：伊朗核问题一直是国际安全领域中的一个重大问题。自美国退出伊核协议后,新一轮的伊核危机再次凸显,核问题本身的独特性和众多利益相关方令伊核问题异常复杂,至今未能得到妥善解决。美国在核问题上多次对伊朗采取非平等的、强迫性的霸权行径,呈现出典型的新帝国主义色彩。传统的关于伊朗核战略选择的理论不足以解释伊朗缘何在面临多重打压下依旧坚持推进核项目,美国新帝国主义的理论框架为伊朗的行为提供了新的解释角度,新帝国主义的框架指出伊核项目在美伊互动中有较强的象征意义,伊朗执着于发展核项目是希望运用核力量的象征意义来反对美国的新帝国主义,以此回击美国的一系列战略压力。The Iranian nuclear issue has always been a major issue in international security.Ever since the United States withdrew from the Iran nuclear deal,a new round of nuclear crisis has once again been triggered.The distinct nature of the issues concerning nuclear per se and the involvement of too many stakeholders have made Iran’s nuclear issue very complicated.Up to now,the nuclear issue has not been properly solved.The United States has repeatedly taken unequal and coercive hegemonic actions against Iran on its nuclear issue,demonstrating a typical new imperialist attitude.Traditional theories about Iran’s nuclear choice are not sufficient to explain why Iran continues to advance its nuclear program despite multiple suppressions.The perspective of the new imperialism of the US introduces a new framework to understand Iran’s behavior.The framework of new imperialism points out that Iran’s nuclear program has symbolic meaning in the US-Iran interaction.Iran’s obsession with developing nuclear program comes from the hope to use the symbolic meaning of nuclear power to oppose the new imperialism of the US so as to counteract a series of strategic pressures from the United States.
